The only ones that I can recommend (ie. that do a reasonable job) are:
pdf2txt from Xpdf (http://www.foolabs.com/Xpdf).
Open source application (could be hacked into a library)
PDFText from Appligent (http://www.appligent.com)
If you want a library, then SPDF from Appligent (on which PDFText is based)
is the only game in town.
