If you are using the PDF OCX, then you first need to
understand that this isn't an approved development tool and you use
it at your own risk.

Correct.

There is no way around this that I am aware of, without
reimplementing the PDFViewer (and DigSig features) yourself.

There aren't any :(. However, you could license a library
such as SPDF (http://www.appligent.com) that includes PDF
rasterization and DigSig services, and do it yourself. Of course,
it's a C/C++ API...
