Try AbiWord () and open source word
processor that reads .doc and .rtf files and outputs Postscript (that
could then be fed to Distiller or Ghostscript).

pdfTeX () does a
nice job of producing PDF from TeX, as well as incorporate some (or
all) of existing PDF documents into new TeX/PDF documents.

What about moving the .doc files to HTML (either with Word
itself or something like wvHTML ()), then
write some tools to fill in the HTML files with your data, and then
convert HTML to PDF using either HTMLDoc
(<http://www.easysw.com/~mike/htmldoc/>) or html2ps
(<http://www.tdb.uu.se/~jan/html2ps.html>).
