That is because JPEG is a "native" file format for PDF. You can
drop a JPEG image into an XObject stream, set the filter for DCTDecode and
you're done (pretty much, since you really need to parse the JPEG to
determine color space, inversion, etc.).

JPEG is the only raster file format that you can do this with for
an ENTIRE file format. TIFF is a close second, but you have to remove
some/all of the TIFF tags and just put the strip data into the PDF.

All other image formats (PNG, GIF, etc.) will require you to at
least extract the data from the image (potentially with
decompression/recompression) and put the new data into the XObject.
