Which means that the font in question is using either a
custom encoding (most likely for embedded fonts) or an encoding not
centric to your platform (like say MacRoman on a Wintel PC). All the
information necessary to deal with the "re-encoding" the data is
present in the PDF document, you will need to parse that information
(contained in the Font dictionary) and use it to re-encode the text
before "exporting" it.

It's not a dumb question at all. But it sounds like you
might want to go re-read the relevant chapters of the PDF
specification.
