The first issue, as Aandi points out, is the BMP is not just
BMP - it can get pretty weird depending on what bit depth and
"flavor" of BMP you've got. Second, BMP (being a Windows thing) is
little endian ordered, while PDF (having started life on the Mac) is
big endian ordered - so at a minimum, you'd have to byte swap
everything.
