unfortunately, the standard Acrobat supports, opposed to the annotations
and bookmarks (which support Unicode), only PDFDocEncoding for forms
fields. The only difference I know is the Japanese version, which does
apparently support two-bit characters. You might check how the situation is
with your localized version. Besides that, only the Base-14 fonts (plus
Osaka in Japanese versions) can be used in forms fields.

Probably the only thing you can do is continue bugging Adobe to bring
Unicode to Forms fields (and to bring the JavaScript to version 1.3 or
better (which also supports Unicode)).
