That would be a good assumption, since it simply won't work
the way you expect. Write PDF as a "binary" stream.

Russian is easy, since it's just a single byte language with
different glyphs for each of the 256 values. To do this, I would
recommend that you find a Russion/Cyrillic Type 1 font. Then
following the information in the PDF specification, embed this font
into the document.

I would also suggest that you consider moving away from your
own PDF "library" (which appears to be very rudimetary, at best) to
one which has already solved many of these problems. Since you are
working with Java, I would recommend PDFlib ().
