You can't, at least not without writing a custom plug-in for
Acrobat (in C/C++).

It sounds like you don't really want your document password
protected for ACCESS, just for EDIT. If you look in the password
dialog that comes up, there are TWO passwords - one for access and
one for editing. Just supply an editing one, and leave access blank
- then anyone can open it w/o needing to know the password.
