There are no facilities for setting security in a PDF from VB - BUT
thankfully someone developed something for just that purpose - ARTS
Security, it's an ActiveX component to allow you to check/adjust security
and also OPEN secured PDFs (with password).

It's complete, and worth every cent (yeah I've got it :-) - this sounds like
a commercial) ...
