If you are the one activating/launching Acrobat, then why not
open it in hidden/minimized mode?? Mac OS and Windows (I am
assuming one or both of these platforms) both provides API's that
allow for apps to be launched hidden/minimized.

Nothing will keep it from being opened, but you can keep the
user from seeing it visibly on the screen by launching
