This appears to be a Boolean. You can use "true" and "false" in your

Using Acrobat 4.05 I found that this was updated immediately. Not sure how
your mileage will vary with 4.0
FWIW - You might want to keep in mind that if you effect this change, that
you'll be changing the settings of your users on a permanent basis. Some of
them may not want to have this setting changed.
