Do the PDF files have form fields on them already, or are
they just visual forms? If they don't have the form fields already,
would you be willing to do the work to add the forms?

If so, then it sounds like you're going to need a library
that will allow you to display/render the contents of the PDF
document into your own window and also allow you access to form field
information/content. The only library that I know of that is
currently available for license that can do that is our SPDF (and
SPDF_CP) library ().
