Nope, PDF uses standard LZW. In fact, you can take the raw
stream from a PDF document and run it through something like Unix
Compress or StuffIt Expander to expand the data. Must be something
wrong in your implementation.

Also, just a reminder that you need to pay Unisys their $$
since they have the patent on LZW.
