I would think that creating a Form XObject would be a LOT
easier for this situation than using PDFEdit. It's only a couple of
well defined steps:

* Combine all content streams from the source page into a single content stream
* Write that stream out as a form XObject into the new document
* Copy the resources dict from the source page to the XObject
* Loop through all pages of the destination document, adding a new
content stream that renders the XObject.
