If you have no annotations on the page and you can live with a lower
resolution image, then you could 'refry' the PDF.

Basically all this means is you print the PDF (from Acrobat/Reader) to a
Postscript File (PS), and run the PS file through Distiller - this time
using better compression ratios and making Distiller lower the resolution of
the image.

If you do this quite often then you should look into Quite A Box Of Tricks - - it will lower the DPI of images in the PDF file
to reduce the file size (there's a demo available).

Adding a PDF Stamp Comment

OK, so you want to stamp your document. Maybe you need to give reviewers some advice about the document's status or sensitivity. This tip from author Ted Padova demonstrates how to add stamps with the Stamp Tool along with related comments.
