From your description, it seems that FileOpen PDF by FileOpen
(http://www.fileopen.com) should be able to solve your problem.
This product offers quite a wide range of security options, and I
believe to remember that your scenario is possible.
It would definitely be worthwile to contact them about your
specifics. If the standard product does not include exactly the
functionality, they do custom developments.
