I would have to assume your PDF is one page long. TIFF doesn't have any
notion of pagination.

There are several alternatives. The one that makes the most sense to me is
to try opening the PDF in Photoshop (or even Illustrator 9), then save it
back out in TIFF.

At worst, you could create a screenshot of the PDF file and use a graphics
app to convert from BMP or PICT to TIFF.
