I am not sure what you mean by "sectioning", but extracting
content from PDF is relatively well defined.

Depending on whether you are deploying this client or server
side, will determine what tools you can use for your solution. So
tell us?!?

Adobe doesn't help developers unless you are willing to pay
for it - which is completely understandable since it's a much more
complex type of support.
