I'm not aware of a tool that can perform this at present. We have a tool
called ARTS Security that allows you to this on the client-side (see PDF
Store - http://www.pdfstore.com/ ). However, since Acrobat is not licensed
for use on a server, this isn't really going to help you. I thought I heard
the ActivePDF team mention something about this - http://www.activepdf.com/,
you might want to check with them.
Alternatively, you could try to license the PDF Library from Adobe, but it's
extremely unlikely you'll ever pass the hoop jumping test that you'll be set
up for. On the flip side, a limited subset of the PDF Library is due out
sometime in Q1/Q1 '00, or at least so it was mentioned at the Acrobat
Developers Conference back at Q4 '99.
