Roman,
Unfortunately this would be quite a task and something you couldn't just
create in a day. There are several commercial products out at the moment
which will do this for you:

If you really want to develop your own plugin then I would suggest a read of
the Developers FAQ at the Developers Site (http://partners.adobe.com), and
also the PDFSpec.
