The SDK header files are only usable to develop plug-ins, so if
you want to go that route, then you're just fine. There are also sections
of the SDK that talk about IAC - but that won't help you for doing what you
want.
If you want to develop a stand-alone application, you will need to
license a 3rd party library or tool of some sort.
