Simple and inexpensive don't always go hand and hand,
especially for server-side development...

There are two options for your environment at this time:

* FDFMerge from Digital Applications ()
* PDFToolkit from ActivePDF ()

If your user isn't going to need to save the PDF documents
locally - they are only going to read & print, then you could do
client-side merging by simply returning an FDF document to the user's
browser which will then get merged with a PDF on that end.
