To do this in VB I would look into ARTS Security - it's an ActiveX COM that
let's you adjust/add/open secured pdfs (provided the password is known).
Well worth the investment if you deal with a lot of secured PDF's. ARTS
To do this via Distiller you will need to write a plugin (C++).
