Open the PDF document in Acrobat, choose "File->Save As".
Under Security, choose "Standard". Now click the checkboxes for what
things you don't wish to allow (selecting text & graphics, etc.).

If you want/need to do this in batch, or dynamically on the
server, there are tools that can do this as well. Just let us know
what OS platforms and how you wish to proceed.
