If the encodings "have been mangled beyond recognition", you won't
find ANYTHING that will be able to convert the text back. Xpdf is one of
the best text extractors out there and it goes to a lot of trouble to
figure out how to reconstruct text & convert encodings - but there is just
so much that can be done.

Did you recompile Xpdf with Chinese Support enabled? It doesn't
come that way by default, but can be enabled and will (if possible) do the
appropriate conversions.
