Because whatever tool was used to generate the PDF document
generated it that way. Why did it do that? There are any number of
reasons, but the most common is the desire to use kerning or better
character spacing to position glyphs (characters) closer together.

work! As Aandi points out, that's what the WordFinder API's are for.
