You don't have to worry about reflow regardless - PDF has no
such concept.

Are you trying to build a plug-in for Acrobat or do this from
a stand-alone application? If the former, you MUST use MSVC++ to
build plug-ins - no other compiler/language is currently possible
(AFAIK). If the latter, where you do plan to license the PDFLibrary
from, since Adobe is no longer licensing theirs.
