Sure, you can do that. You simply need to write all the
functionality yourself - there is no free lunch here.

There are two parts to the problem here...

1) Getting the functionality. This will require you to understand
PDF, the Acrobat security model, file system access, etc. Nothing
rocket science, but it's not a walk in the park either.

2) Working with Reader. This requires you to get a special license
from Adobe for making your plug-in work with Reader, and then there
is the issue that a Reader 3.x plugin is different than a Reader 4.0
plugin from a Reader 4.0.5 plugin.

But they have the time & money for you to learn to program
Acrobat plug-ins for both Mac OS and Windows. Cool - you must work
cheap ;).
