In the PDFSpec indicates that you can hide pages, but this feature has never
been implemented in any viewer. This would be a very nice feature for
educational purposes, the solutions could be hidden until the student answered
You could cover each page with a large text field that covers the content of
each page. Then after user enters an "unlock" code, you can hide all those
covering text fields.
Or, you can have a one page PDF, when user enters an "unlock code" a CGI
script can send the other pages to the browser.
