A PDF file is resolution INDEPENDENT - it could be displayed on a
72dpi screen, a 96dpi screen, or printed to a 300, 600, etc. dpi
printer. The values in a PDF are in "user space", that get converted to
device space during the rendering process.

In fact, by default everything IS absolute positioned! You have
to go out of your way to do relative positioning. Simply adjust the TM or
CTM to specify the new "starting point".
