If you are producing PDF's from scratch, PDFlib wins hands
down! It's got the simplest API, support for modern PDF features,
and is actively maintained, while ClibPDF has fallen behind the times
and appears to be stagnating.

SPDF, although you can certainly use it to create PDF
documents, is better for use in manipulating existing PDF documents
due to it's use of the Adobe PDFLibrary API's. We hope to provide a
set of "higher level" API's in the future, but at this time, we don't
recommend it for PDF creation unless you've already got code that
uses Adobe's API's (such as from an Acrobat plug-in).
