Topic: Reading text from custom encoded PDF with embedded

I am now looking for an RedHat LINUX application that converts the PDF file to HTML/Text for data searching purpose. I've tried the freeware, xpdf - pdf2txt, that contributes by Derek B. Noonburg before, but it doesn't support PDF files contain fonts whose encodings have been mangled beyond recognition.
I would like to know is there any utility or API that runs under RedHat LINUX 6.5 or higher to convert custom encoded PDF file (Traditional Chinese) with embedded-charset to BIG5 encoded text file ?
I have enclosed a PDF file for you to study. Thanks for your kindness help and I am looking forward for your reply.
