Topic: Writing files from a Reader plugin?

I read today about a company who is selling an add-on
for enhancing forms in Acrobat. As part of this
product, they are (apparently) distributing a plug-in
for Acrobat Reader, which allows users of these forms
to *save filled forms locally, as PDF files*. I called
their sales desk and verified this claim.
I know I've read several places about Adobe's strict
licensing agreement as far as developing plug-ins for
Acrobat Reader, which prohibits writing files. My
question is--what kind of deal could this company have
with Adobe? Is there a possibility to pay a per-copy or
other licensing fee, to allow me to develop a plug-in
for Reader which can (legally) save files on the user's PC?
