Topic: Zoom / Pan / JavaScript / Background Frame ?

I am trying to create an Acrobat Reader 4 application that uses a background frame surrounding an inserted photo. I then desire for the Zoom and Pan tool to be used affecting ONLY the inserted photos, leaving the frame at a fixed magnification.

I know, however, as a possible work around, navigating buttons at different magnifications could be utilized with the Show/Hide fields.

My preference though, is the ability to create a separate activation area (for the inserted photos)allowing Zoom and Pan, WITHOUT affecting the fixed "background frame".

Will a JavaScript allow Zoom and Pan within a "background frame" ?

I need this to work using ONLY Acrobat Reader 4,but a plug-in, if needed,
could be supplied to the user to perform the above function.

A sample image of a "background frame" is posted:
