We are developing an application which requires web deployment of documents for users to annotate (i.e., electronic notes & markup tools).

We would like to use Acrobat but most prospective users only have the Reader:
1. Is there a plug-in for Acrobat Reader users to make electronic notes on pdf files and/or use markup tools?
If so, where can I find it, or who could write the applet/plug-in?
2. Otherwise, do you know of any plans at Adobe to develop & deploy either a true Acrobat Application Server or a new version of the Reader providing this functionality?
