Best is relative - but it's definitely AN option. You have
many choices for how you can do this, and I go through them in a
presentation I gave at Seybold this past year. See

You can do that either entirely yourself, using something
like XSL-T, or the FDFToolkit.

FDF files contain ONLY DATA that would go into form fields in
a PDF file.
