Hi ,i also work in same environment Ie Win2000 & IIS 5,
You just need to install fdftk.dll and FdfAcX.dll in c:winnt/system32 of your m/c and then run them from run command....Your IIS will be configured to FDF gateway ...dont forget the extension #fdf after asp file.
