I think that's a definite unless you are prepared to use some sort of tool that you haven't mentioned. The PDF Spec is freely published - 800 pages. I'm not convinced the current Word document specification is so easily available.

In any case, it is a massive project. At least a year, probably more, because you have to somehow replicate Word's processing and layout - entirely undocumented. Even processing a single graphics format like WMF could divert you for many months - IF you write the code, and that seems to be your requirement.

On the basis you said. Now that's at least 2 years work, if you are a very fast programmer with experience in this sort of area.
