I need to combine some ascii text with 2 tiff files (1 tiff for an overlay/watermark on page1 and another for the rest of the pages). This app will be client/server open to the public. The PDFs need to be created on the fly from a text stored in a database and two static tiff images.

Any one know what the best toolset is to accomplish this task. I have seen activepdf.com mention a lot, will this be the best or is there are more suitable option such as combine tiff with text create new tiff and then convert to pdf?

Any ideas...would be greatly appreciated.
