Topic: webDAV uploads but can't download?!

I am having a crazy problem. I set up a webDAV directory in my web hosting service. The permissions of the directory are read/write/delete but not execute (as per messages I have read). I am running IIS.
Next, I set up acrobat and dowloaded a PDF, from my site. I made comments, and clicked upload. Using my FTP program, I can verify that a new directory underneath the webdav directory (the hashed directory) was created, and within that directory the fdf file with my username was created. So, uploading comments is successful. i can repeat this with many different users so I have a directory with several different users' fdf files.
The problem is: the files won't download. When I reload the PDF file (in anyone's computer including mine), NO ONE's comments download, not even the ones owned by the current user. In other words, I make comments, upload load them, reload the document, and the comments won't download.
I have tried typing the complete URL in IE to the fdf file. When I do, the file successfully downloads, kicking off the launch of Acrobat within the browser, and the comments get downloaded and inserted correctly.
This works when i do it manually, but Acrobat itself can't seem to download these files, even when i click the "download" arrow repeatedly.
i tried the test server here, and everything worked as it was supposed to. I have also tried interfacing with my SQL Server database instead of using the webDAV interface, and that worked correctly too. But, I don't want to risk the security issues by allowing my users knowledge of my SQL server's ip address.
I am going slowly crazy trying to understand what is happening.
Please chime in if you have any ideas.
