Topic: launch VB DLL from acrobat?

First I have never developed an Acrobat app..
I am a moderate skilled VB Developer..
Anyway. I have a VB dll with a form that I instantiate in Word, PowerPoint to capture print request options, billing data, etc before sending the Postscript file to a high end color printer..
I want to now create a PDF from this form, essentially send it to a Distiller (acrobat 5.0 Distiller server is what I had in mind, active pdf does not render docs the same).
The PDF will be distilled and an e-mail sent back to the requester with a link to the file. If the request is just to print on the high end printer there is a central "Queue" application that will have information submitted from requester..
Now to my real question I will have to send the same request from with-in Acrobat Reader (company is to cheap to buy full acrobat for all 3000 users).
1. Do I have to create a "Pluggin" to instantiate the vb.dll and pass it # of pages
2. I would like a menu option to do it.
3. I will also be "tagging" the pdf file with data from the form
4. I could create a new acrobat pdf "Form" but there is quite a bit of code (from user validation, customer billing, etc) and maintaining 2 code base would suck..
not asking for code (would take it if offered) just pointers of were to put my effort..
