Completely reasonable.

The best way to do this is to use a tool (or combination of
tools) that can perform "form flattening" on the PDF, and then apply
standard security. This is a process where you remove the form
fields but leave the content - so that you can no longer use the form
tools to change the values in the fields. Then, using Standard
security, you lock down the file completely for no editing.
