Will this happen on a desktop or server?

So you need to do this task more than once? Do you need to
extract once, place many - or extract and place many? These are all
raster images, right?

How do you plan to define where the images go in the new PDF?
Do you care?

ActivePDF's PDFToolkit doesn't support image extraction,
though it does do image placement. So IF you wished to use this
tool, you'd need to find some other way to extract the images.
