Topic: Allow PDF to be filled in and Saved?

I currently use Microsoft Access to manage a Quality Database for my company. Occasionally I need to issue corrective action reports to our suppliers. I fill in the information in the database and then print out the appropriate page (in a form) to Acrobat Distiller and save it as a PDF file. I know how to use the Form Tool to modify the PDF so that the recipient can fill in the appropriate information I need, but that requires that he print it out, and then either Fax or mail it back to me. Is there a way they can fill in the PDF I send them and then save it with the information entered as a new file for those that only have Acrobat Reader? I know I could do this with a Web Server and CGI but I'm not that sophisticated a user and don't have access to a Web Server here. Any ideas or suggestions would be greatly appreciated. Thanks in advance.
