The swapping part SOUNDS trivial. Just keep the low resolution and high resolution stock art in parallel directories with the same name. I hope you weren't looking for a way to convert 72 dpi to 300 dpi otherwise!
The PDF part is much more challenging. What architecture does it have to run on? I assume your problem is essentially to compose a PDF page from elements you already have stored as graphics, and perhaps from text whose exact position and flow is already known...?
