Hello all,
We are developing a desktop application using MSVC, that downloads PDF's from the web . The goal here is to combine all these individual PDF's into a single PDF File.

We have evaluated and integrated activePDF Toolkit into our application. Unfortunately when we are ready to purchase, we were told that activePDF does not have Runtime licenses, only server licenses.

My questions are:
1. We would like to know if there are any Developer toolkits with unlimited run time licenses that will let me merge these individual PDF's??

2. We have a second option as well. Is there any Developer toolkit to covert PDFs to TIFFs. If we can convert the PDFs to TIFFs, we have a tool that converts these individual TIFFs to a single TIFF and then convert the TIFF to a PDF.
