Topic: Recommended PDF solution for server application

We have developed a web-based application that has 4 primary HTML forms that display information pulled from a database. Many different users will access these forms with varying dynamic information. We want to add a PRINT feature where we will nicely format the page for printing in PDF.
Here's the problem: We need a method on the SERVER to convert the form data being viewed to PDF. We're not allowing users to create PDF's of whatever they want so we weren't looking at the Distiller Server product (100 user license for $5K, or unlimited for $15K). We also don't want the higher end server options like Web Output Pak ($16K+).
Technically we know we can use FdfAcx.dll, a Win32 ActiveX Server Component that is used in conjunction with Internet Information Server (IIS) and Active Server Pages (ASP) that exposes one main object "FdfApp.FdfApp". This object collects information from the database using Web Server that are on Server to populate information into the PDF form residing on Server. That PDF form when viewed by the user on a different machine uses their local Acrobat Reader to open it.
We are looking for a cost-effective alternate solution that won't cause a licensing issue and won't require one of the more expensive Adobe server products. We basically need the Distiller function on a server for creating a limited number of PDF's for users to view/print. Any third-party or creative solutions?
