Topic: how 'open source' is a pdf file?

I'm working on a project for a client where we plan to use xml to pull data off their servers to create a pdf for on demand printing. My question is maybe more legal, than technical, but here goes:
If you never use an Adobe product to generate a file to create a pdf - are you allowed to call it a pdf? I know there are 3rd party vendors that do this, but do they have a licence from Adobe?
