Has anyone been able to find the "commenting toolbar" in Reader 6.0?

I've seen two different answers:

Some say it only appears if the PDF file has been "commenting enabled" by the author (presumable in Acrobat 6).

Someone else said it only works if the PDF is on a $15,000 "document server."

Early buzz mentioned that Reader would now allow commenting. Was that just buzz? Does anyone have a "commenting enabled" PDF that I could "borrow"?
